75 YEARS
Our Leadership Team
Guiding CMT with integrity, innovation, and a shared vision for lasting impact.

“As design professionals, everything we do affects people. And, if we do our jobs well, it makes their lives better.”
That’s CMT Board Chair and CEO Bill Bailey’s guiding philosophy. Rooted in his commitment to excellence, this belief shines through in the varied work he’s done across his distinguished career, from designing bridges, to mentoring staff, to leading CMT as our chief executive. Above all, Bill cares for the people he works for and the people he works with and is committed to providing them with the very best.
With CMT since 1989, Bill’s leadership qualities are informed by insights and experience derived from a wide-spanning professional path that has included the roles of chief structural engineer, Indianapolis office manager, Continuous Improvement program leader, and human resources officer. He holds bachelor’s and master’s degrees in civil engineering from Purdue University, and in 2021, was honored with the prestigious Civil Engineering Alumni Achievement Award presented by the university’s Lyles School of Civil Engineering.
As CEO of CMT, Bill has targeted a few key priorities to sustain as well as advance the firm’s long-standing commitment to bringing value to all we do. One of his foremost objectives is to drive continuous technological advancements to ensure the firm remains on the leading edge of utilizing the most innovative and efficient practices in our profession. Bill is also dedicated to reinforcing and continuing CMT’s culture of quality as the heart of everything done at the firm. And thirdly, Bill is focused on maintaining and elevating CMT’s corporate responsibility efforts – extending the scope of the great work accomplished in the past and fostering an environment for continued impact in the future.
“It’s an honor to be charged with furthering CMT’s long legacy of excellence,” Bill says. “Great people, exceptional clients, challenging and rewarding projects – that’s what makes me so proud to be a part of CMT.”

On every initiative he works on, Adam brings an out-of-the-box perspective that leads to creative solutions.
“I decided to become an engineer at a young age. I loved watching MacGyver and became fascinated with using the tools at hand to solve complex challenges.”
Adam recognizes the role that transportation and enhanced mobility can play in improving our communities and making them more livable.
“Watching my own children grow and develop has had an even more profound effect on how I view our role in community development.”
He believes that it is the consultant’s job to help communities develop a vision and provide them the means to achieve it. Adam is known for bringing fresh perspectives for how to approach transportation solutions and has been influential in helping some major clients transition to more performance-based approaches.
“Our clients have their own goals and aspirations. As engineers, we have an opportunity and responsibility to be an advisor and assist them. The more we understand and appreciate those desires, the better the solutions we provide.”

“Relationships with our clients that transcend beyond the project have been key to our business and success at CMT,” says Brian. “It’s really rewarding when a client tells you they know they’re not the only client our team works for, but the team makes them feel that way.”
Prior to assuming COO responsibilities, Brian provided leadership for CMT’s aviation services in the Chicago/Northern Illinois region, with experience providing professional services to the vast majority of airports there, most of whom we have served continuously over several decades. “We provide an excellent group of dedicated professionals focused on providing innovative solutions and doing the right thing for our clients,” says Brian. “Our ability to navigate the various funding programs and regulatory requirements allows us to really bring value to helping our clients achieve their goals.”
Brian is also responsible for making sure CMT is continually enhancing the way we work and serve our clients. “We continue to advance the utilization of technology to improve collaboration, as well as the project delivery process and core business practices. We are also engaged to seek new and innovative ways to integrate technology into the built environment.”
Brian has recently been appointed to the American Council of Engineering Companies (ACEC), Illinois Chapter’s Board of Directors. He will serve until 2022.

As technology continues to advance ever more rapidly, Kevin Miller sees his job as Chief Innovation Officer (CIO) as a kind of conductor – recognizing and encouraging excellent contributions from the talented team members that CMT has assembled.
“Innovation doesn’t come from the top,” Kevin says. “We have a lot of really smart people here who have a lot of great ideas. We want to make sure those ideas don’t get lost in the primary goal of completing projects. CMT’s culture has always been to cultivate those ideas into innovative solutions both internally, and especially for our clients to make future projects better.”
Kevin plays a pivotal role in keeping CMT at the cutting edge of innovation, exactly where our clients need us to be. In addition to his role as CIO, Kevin is also a talented traffic engineer who, not surprisingly, provides his transportation agency clients with creative solutions on their traffic signal, intersection, safety plan, and asset management projects. He is also heavily involved in leading and promoting asset management services across CMT.
Off the clock, Kevin coaches his two daughters in soccer and basketball, teaches Sunday school, and volunteers his time with several non-profit organizations. His family loves to travel and has set a goal to visit every national park in the country. You can bet that Kevin will figure out a way to get it done.

Todd Young knows that CMT’s growth over the decades would not have been possible without a strong financial foundation. As CFO, Todd is committed to carrying on that tradition so that CMT’s clients can be confident they are working with a firm that is fiscally sound and responsible.
“Joining a successful company like CMT, I think it is important for me to be adaptable and align my goals as CFO to the goals of the company,” Todd says. “That requires teamwork, collaboration, communication, and problem-solving. It will allow our accounting group to work outside-the-box and interact with others within the company, which I enjoy.”
Before being hired as CFO in 2022, Todd was already familiar with CMT’s reputation as a top company that supports its people so that they can excel in their endeavors. He believes that his team of accountants should contribute to that culture.
“I want to work with our business units and groups to find ways to collaborate and make everyone’s job easier and more efficient. I think it is important for me to be a champion of change – helping lead the company by not only reporting on the results of the past but also assisting in developing a vision for the future.”
When he’s not deep into the numbers, Todd enjoys traveling, having visited the 48 contiguous states with his wife and three children. He’s a big sports fan (the Steelers and Dodgers in particular) and has volunteered as a youth coach and leader for over three decades.

Kristy is instrumental in CMT’s ability to attract, hire and retain a diverse group of employees who share our values. Every day, she demonstrates the hard-working, people-focused and resourceful ethic that reinforces CMT’s continued success.
“To do what I do and encourage others to join our firm, I must be proud of who we are and what we do,” Kristy says. “We have such a dedicated, compassionate, genuine and creative group of people.”
She supports and promotes strong cultural aspects inherent in CMT and works with the exuberance needed to respond to the daily challenges of her job. With a smile and a story, you can expect Kristy to provide the right balance of encouragement and guidance.
In her free time, Kristy enjoys traveling, gardening, reading and being outside, whether in the pool, on a walk or on her bike.

From individual projects to program oversight, Ty helps airport clients achieve successful outcomes while making their lives easier through the process. He does it at large commercial service facilities and for small general aviation facilities, but his approach remains consistent.
“It’s important to listen to a client and be responsive to their needs, but if you really want to be valuable to them you also need to be able to anticipate their needs and fix issues before they become big problems,” he says.
Ty’s approach to project and program management also includes staying current with the rapidly-changing trends in the aviation industry and maintaining close relationships with FAA personnel. At CMT, Ty has found just the right fit to practice his craft.
“We’re a big enough firm that I get to work on large, challenging projects, but small enough that I can be involved in all parts of the program delivery and maintain exceptional customer service.”

Since joining the firm’s marketing department in 2008, Allison Williams has seen CMT grow from eight Midwest offices to 25 locations spread throughout the country. Ali has played a pivotal role in this expansion by helping to introduce CMT’s unique brand of service to new regions, while also expanding the size and capabilities of the marketing team she leads. This success speaks to Ali’s skills and acumen in marketing and business development, and to something else as well.
“To be good at marketing anything, you need to really believe in what you’re selling,” Ali says. “Because CMT’s values align so closely with what I believe personally, I’m passionate about spreading our message to clients who prioritize integrity and commitment from their consultants.”
As Director of Marketing, Ali provides oversight on all promotional and competitive marketing activities carried out by CMT’s expanding marketing team. Ali also takes a leadership role in corporate-level responsibilities related to the firm’s vision and strategic growth. Like many of the engineers and planners she works with, Ali has spent her entire career at CMT, finding the firm’s culture a perfect fit for her professional aspirations.
“We have some of the brightest minds in the industry here at CMT and everyone is so invested in everything they do. It’s an incredibly inspiring environment to be in. Our marketing team takes a lot of pride in promoting our people and services to prospective clients and employees, because we know that CMT is a great firm to work with and to work for.”
Outside the office, Ali enjoys any activity that allows her to flex her creative muscles, and she keeps busy by raising her two children, Harper and Barrett.

Steve is a community-minded transportation project manager, who brings to each project a level of enthusiasm and energy that is positively contagious. He has the technical and creative skills of a top design engineer, but he truly excels in bringing people together and getting them excited to take on the challenges that await.
Clients rely on Steve’s vision. He’s a big-picture guy—always looking beyond the project scope to see where the potential for additional value lies. Steve engages with everyone involved in and affected by a project and then works to reach a consensus on how to do the most good for the available funding.
Steve is also a go-to guy for rail-related initiatives. He’s developed a community-focused philosophy that gets high marks from both clients and rail companies. That’s not always an easy thing to do, but Steve has a way of making everyone a winner.

Raed grew up working at his father’s heavy construction company, starting out as a laborer and working his way up to a foreman. That experience formed a solid foundation to pursuing an engineering education and becoming a leader in the water resources industry.
He brings over 35 years of experience in the design and construction of water and wastewater treatment plants, pumping stations, storage tanks and distribution/collection systems. CMT’s Water Resources Unit and the clients they serve benefit from Raed’s professionalism, strong work ethic, attention to detail and determined leadership, which motivates others to succeed.
“Our job is to listen to our clients, be responsive to their needs and provide creative and sustainable solutions that meet their goals well into the future,” says Raed. “Providing accountable project management and mentoring our younger staff have been key reasons for CMT’s success in the past and into the future,” he continued.
Raed recently served as the 2016-2017 Section Chair for the American Water Works Association – Missouri Section.

After being promoted to Director of Aviation Services in 2017, Brad now leads the delivery of services and strategies to enhance CMT’s presence in the aviation industry.
Because of his breadth of knowledge and understanding throughout the entire development process, Brad functions as a valued advisor to many airport clients.
He most recently led CMT’s Aviation Planning Group, serving the diverse needs of numerous airports of all sizes in planning, programming, environmental and agency coordination. His influence and expertise has also been instrumental in growing CMT’s airport GIS and Asset Management capabilities.
In addition to his passion for aviation, Brad enjoys nothing more than spending a few days off tending to the family farm.

For over 30 years, Roger was on the agency side of the client/consultant relationship. Today, his DOT experience provides him great insight into understanding the needs and priorities of the transportation agencies that he now serves.
“That perspective is invaluable in my role with CMT,” says Roger. “Not only does it help me serve my clients, but I’m also able to pass that knowledge along to our other project managers and transportation engineers so that we can make our approach even more client-centric.”
Roger brings expertise derived from years of progressive leadership at Illinois Department of Transportation (IDOT), where he held the positions of Bureau Chief of Construction; Region 4 Engineer/Deputy Director of Highways; and Director, Office of Planning and Programming. Roger also led IDOT’s Innovative Project Delivery efforts. He is now leading CMT’s Surface Transportation and assisting in our ongoing pursuit to expand our project delivery capabilities to provide greater flexibility to clients in meeting their infrastructure needs.

Chris has a solid history of managing multi-discipline projects which, in addition to requiring strong client communication skills, often requires collaboration with architects, mechanical, electrical, plumbing and structural engineers, landscape architects, attorneys, regulatory agencies, contractors, vendors and suppliers. His natural ability to effectively collaborate assures that CMT will deliver viable and cost-effective solutions that meet the client’s objectives.
Chris provides superior professional engineering services that are responsive to our client’s needs and expectations, delivering forward-thinking, detailed and functional solutions. His clients trust him and have come to expect an array of alternative solutions for each project challenge.
Chris is also an active member of his church, coaches his children’s sports teams and bleeds orange and blue – Go Illini!

Since 1995, Dave has enjoyed working with CMT’s project managers to help them understand the financial aspects of their projects. His expertise lies in working directly with management to provide and interpret financial and operational information for routine as well as long-range decisions. He believes the professionals in the Accounting Department serve as ambassadors for CMT by providing accurate billing along with responsive and friendly service to clients.
Dave’s father was an electrical engineer, who taught him at an early age about managing money, investing and the virtues of frugality. He learned more from his father about managing money than engineering. And, these lessons naturally transitioned to Dave’s interest in accounting.
For many years, Dave has been involved in community theater and has performed on stage in numerous local productions.

From project delivery to day-to-day operations, CMT is a company that thrives on constantly getting better at everything we do. When Lindsey Anderson joined the firm as controller in 2021, she took quickly to that mindset.
“I love having the resources and encouragement to continuously improve the way we do things in accounting,” Lindsey says. “It’s very fulfilling to identify things that we could be doing more efficiently, then work together with our team to create a plan and see those improvements to fruition.”
Lindsey came to CMT with a master’s degree in accounting and almost a decade of experience in the field. She was drawn to the company culture and enjoys the role she gets to play in CMT’s continued growth and success.
“In an industry that operates on billable hours, it’s really important that our engineers and planners don’t have to worry too much about the numbers side of things and can concentrate on the projects they’re working on. When accounting provides great customer service to our internal customers, that allows the entire firm to better serve our clients.”
When outside the company ledgers, Lindsey enjoys spending time outside with her husband and four children.

Director & Chief Structural Engineer
Jeff Large had just finished his freshman year at the University of Illinois when he accepted a summer internship with the Illinois Department of Transportation. At that point, he wasn’t exactly sure what direction to take his interest in engineering. After being assigned to work on what would become CMT’s award-winning Illinois Route 29 Expressway project, Jeff found not only his direction but also his future employer.
“I saw many different aspects of highway construction that summer and realized that working on infrastructure projects was my calling,” Jeff says. “The math and science that I enjoyed in school, combined with the tangible nature of civil and structural engineering, came together for me, and then I requested a transfer into the Civil Engineering department when I returned to school in the fall.
Jeff is the chief structural engineer in CMT’s Springfield, IL office. He still gets a lot of satisfaction in seeing a project make its way from a set of plans to the built environment. He also takes pride in building strong relationships with the clients he works with.
“Excellent customer service starts with open and honest communication. In our industry, things don’t always go as planned. It’s important to establish open lines of communication, so that those hard conversations are a little easier when they occur.”
Jeff has a lot of interests outside the office but devotes most of his time to enjoying life with his wife and three kids. And cheering on his Fighting Illini.

Christy works with communities and sanitary districts to address the challenges associated with evolving regulations and aging infrastructure. These clients also benefit greatly from a lesson she learned while growing up.
“My father was a machinist and talked about how engineers wouldn’t always listen to the people who did the job,” Christy says. “So, I like to really get to know people, figure out how to best help them solve a problem and then exceed their expectations.”
This insight has served her well as a project engineer and through to today. Christy, who came to work for CMT in 1996, is a natural leader and has earned a great deal of trust from her clients. As a manager, she enjoys challenging her staff to greater technical achievement, while helping them hone their customer-centric approach to solving problems.
Thanks to creative and committed professionals like Christy, future generations will benefit from an environment where water is clean and plentiful.

“Everyday, I look forward to being an advocate for our clients. Getting to play a role in their success is very rewarding.”
That’s what Shelby likes best about her job as a community-focused engineer. She does it by meeting clients where they reside and really listening to their challenges and goals. Over her 20-year career, she has served as municipal engineer for several Ohio communities, and helped many, many more as a project manager.
“Being a consultant and acting in a community leadership role enables me to provide a unique perspective,” she says. “I can bring value both through emerging technologies, and also by sharing the successful practices I’ve learned in other places.”
Shelby is equally dedicated to her profession, having served the APWA as Director of the Ohio Chapter and President of the Southwest Ohio Branch, as well as sitting on the Ohio Public Works Commission District 4 Integrating Committee.
And if that didn’t keep her busy enough, Shelby also has two teenage children who keep her running around to games and meets. She finds that very rewarding as well.

CMT does a great job of working with clients to develop unique solutions for every project. And, Brian Eads, loves to be the one developing unique solutions to traffic engineering problems.
“I enjoy combining my design and traffic engineering experience to develop innovative solutions to various challenges that face the client and our system,” says Brian.
Brian works to exceed clients’ expectations and bring value to our projects and communities. He is great at engaging with the public as he believes it is important to understand the needs of stakeholders and how our projects can help meet community needs.
“It is important to provide save and efficient designs that benefit all users while making the best use of limited resources. By saving money, our clients are able to invest those saving into other projects.”
When not solving transportation problems, Brian coaches two robotics teams through the FIRST Lego League (FLL) and Jr. FLL programs. He enjoys inspiring the next generation of engineers and scientists to explore real-world scientific challenges and work together as a team to develop solutions.
“The children’s’ creativity and approach to solving problems reinforces the importance of looking at problems from different perspectives,” he said.
